The Senate Passes A College Sports Bill

The Senate passed a sweeping bipartisan bill that addresses many of the unique issues facing modern college sports.
Why It Hits: The business around college sports has evolved quickly over the past decade, especially when it comes to the monetization of players and the skyrocketing price of rights packages. If the bill passes the House, it’ll bring some much-needed uniformity to an industry that has once again become a bit of a Wild West.
Behind The Bill: The Protect College Sports Act passed with 77 of 99 votes in favor.
The highlight reel:
It puts the NCAA in charge of standardizing rules around transfers, recruits, and pay-for-play NIL arrangements.
It caps how much schools can pay athletes, either directly or through revenue-sharing agreements — roughly a $50 million budget per school.
It gives student-athletes five years of eligibility to play once they enroll or turn 19 years old.
It prohibits the creation of a super league, so that key schools can’t conspire to keep smaller ones out of lucrative deals.
Final Play: While this passed pretty overwhelmingly in the Senate, Axios notes that the House may be a stiffer gauntlet. One hurdle is that a group of House Republicans wants to add restrictions on colleges being able to recruit foreign athletes, which would apparently “jeopardize the bipartisan coalition behind the bill in the Senate.”
Still, the fact that college sports has become such a pressing issue in Congress proves that it’s nearly as big an industry as the professional leagues. No wonder some colleges are even recruiting pro rookies.
Next Season: Despite the pushback in the House, expect this bill to draw enough support across college conferences to get across the finish line.
